Prévision en vue de la réunion de la Fed : Le décollage dans l'incertitude
La prochaine réunion de la Fed en mars marquera très probablement un tournant historique pour la politique monétaire américaine. La Fed devrait relever de 25 points de base sa fourchette de fonds fédéraux, la première hausse depuis qu'elle a abaissé les taux à zéro de manière agressive en réponse à la pandémie de Covid-19 qui se profilait. Ce ne sera très probablement que le début d'un cycle de hausse des taux, car il semble que la lutte contre l'inflation soit devenue l'objectif principal de la Fed.
Mais l'environnement dans lequel la Fed va s'attaquer à l'inflation est soudainement devenu beaucoup plus difficile pour les banquiers centraux. Les risques géopolitiques découlant du conflit entre l'Ukraine et la Russie ont rendu les perspectives économiques beaucoup plus incertaines, ont détérioré les conditions financières et pourraient prolonger certaines pressions sur les prix qui, sans cela, auraient pu s'atténuer.
Autre difficulté, tous les éléments de l'inflation actuellement élevée ne peuvent être contrôlés par la politique monétaire. Les pressions sur les prix provoquées par les perturbations de la chaîne d'approvisionnement mondiale, par exemple, ne disparaîtront pas parce que les taux directeurs sont relevés. Pour l'instant, l'objectif premier des banques centrales doit donc être de contrôler les anticipations d'inflation, ce qui suppose que les banquiers centraux maintiennent la confiance de la population dans leur capacité à mettre en œuvre les politiques nécessaires pour stabiliser les prix. Compte tenu de la grande incertitude, du niveau très élevé de l'inflation et des fortes attentes d'inflation future, la réunion de mars de la Fed sera donc un test important de crédibilité.
La Fed veut également commencer à réduire son bilan et commencera très probablement à le faire en juillet de cette année. L'achat actif de bons du Trésor et de titres adossés à des créances hypothécaires est considéré comme un moyen d'apporter des liquidités au système financier en période de tensions, ce qui assouplit les conditions financières. La réduction du bilan est donc un signe de confiance de la part des banques centrales, qui pensent que le pire est passé. Mais étant donné que l'incertitude géopolitique actuelle pèse lourdement sur les conditions financières, toute réduction par la Fed pourrait être plus modérée que prévu initialement. Il y a de fortes chances que nous obtenions plus d'informations lors de la réunion de mars sur la manière dont la Fed entend concevoir la réduction de son bilan.
Dans l'ensemble, il semble qu'il ne sera pas facile pour la Fed d'organiser un « atterrissage en douceur » - dans lequel la hausse des taux directeurs permet de modérer la demande pour réduire l'inflation sans nuire à la dynamique économique globale. Mais à l'heure actuelle, nous ne pensons pas que l'économie soit engagée sur la voie de la récession avec la hausse des taux. Le marché du travail se remet de la pandémie, la demande de travailleurs reste à des niveaux records et la dynamique économique semble être robuste. La réalité à laquelle nous sommes très probablement confrontés, cependant, est qu'une inflation et des taux plus élevés impliquent une croissance moindre. Nous nous attendons à ce que ce scénario soit reflété dans la mise à jour du résumé des projections économiques de la Fed. En termes de crédibilité, les projections à long terme sur la trajectoire appropriée de la politique seront cruciales lors de la réunion de mars. Des taux d'intérêt trop bas pourraient suggérer aux marchés que la Fed ne prend pas suffisamment au sérieux son rôle de lutte contre l'inflation. Des taux trop élevés, en revanche, pourraient peser lourdement sur les conditions financières.

C'est une bonne nouvelle. Malgré les incertitudes économiques causées par la guerre en Ukraine, la Banque centrale européenne (BCE) est prête à mettre fin à son programme d'achat d'actifs au troisième trimestre 2022. Ce faisant, elle fait clairement un pas vers la normalisation de la politique monétaire. Toutefois, elle garde une porte de sortie ouverte : Si les conditions de financement se détériorent et que les perspectives d'inflation évoluent de telle sorte que l'objectif d'inflation n'est pas atteint, elle reconsidérerait le volume des achats d'actifs en termes de taille et/ou de durée. De cette façon, elle garde toutes les options ouvertes.
Contrairement à ce que la Fed a prévu, des hausses rapides et brutales des taux d'intérêt ne sont toutefois pas prévues. La présidente de la BCE a expressément souligné que les hausses de taux d'intérêt ne devraient également être que progressives.
Selon les dernières projections, la BCE prévoit un taux d'inflation de 5,1 % pour 2022. Elle a relevé sa prévision de 1,9 point de pourcentage, même si l'on peut encore se demander si toutes les hausses de prix de l'énergie et des autres matières premières ont déjà été prises en compte. En outre, il y aura des accords salariaux plus élevés à moyen terme et des dépenses publiques plus importantes, également au niveau de l'UE avec un éventuel nouveau fonds pour le financement commun des dépenses de défense et d'énergie. Dans ce contexte, il semble douteux que la BCE puisse maintenir la perspective d'une augmentation seulement progressive des taux d'intérêt.
